Mike Locatis

I've lived my career at intersections — national security and startups, agriculture and finance, risk and reinvention. I served as Assistant Secretary at Homeland Security and chief information officer at the Department of Energy, then spent years in the private sector founding companies — including one I built and exited alongside my now co-founder, Roberta Leão. Today I'm a co-founder of Layer 1 Agriculture — building data infrastructure for on-chain agricultural finance — and I serve the company in an advisory capacity. My wife Jeri and I traded Colorado for Florida, the big house for condo life, and accumulation for intention. I write and speak about what that looks like: building through a transition, on purpose. Still building. Still curious.

The short version:

  • Assistant Secretary, Homeland Security · CIO, Dept. of Energy
  • Repeat founder — built and exited a startup
  • Co-founder, Layer 1 Agriculture
  • 68, living deliberately in Florida with my wife Jeri

Where a lifetime of building meets what’s next.
